Parking Confusion in Henry Road, West Chelmsford

Fear parking problems may escalate in Henry Road.

Residents have been in contact with local councillor Jude Deakin over the recent consultation on adopting the zone 2 residents parking permit scheme for Henry Road.

Many properties have off-street parking but do not have an authorised dropped kerbs. Enforcement officers are unable to issue a penalty charge notice because the resident does not have a properly constructed dropped kerbs and are therefore not legally authorised to drive across a public footway.

Here in Chelmsford driveways (with authorised dropped kerbs) are included within the permit scheme. This can effectively reserve a space on the road to allow the resident or their visitor to park across their driveway. If another permit holder is unneighbourly and parks across another residents driveway then the permit could be withdrawn.

If you have made comments during the consultation they will be noted and discussed. The Lead Councillor, Lead Officer and Technicians will agree a recommendation. All contributors to the consultation will be advised of the meeting date and have an opportunity to speak to members before a decision is made.

The recommendation will then go to the South Essex Parking Partnership Joint Committee for a decision. The Committee will agree to proceed with the proposal as published, amend the proposal or withdraw it in its entirety.

Once SEPP Joint Committee has made a decision there is no formal appeal. Anyone who objects to the scheme will be offered the opportunity to attend the Sub Committee for considering objections and it is therefore important that they attend this meeting and clearly express their objection to the Joint Committee Members.
